Update 3 : Update 3 is here, let's hope I won't run out of colors. Huge update about dungeons quests, cenarion expedition mount is 280% speed and added a factions category.
Update : Second update is here, also added a different color for it along with the new number.

Well, they're not really patch notes, but we've seen tons of posts concerning class changes in 2.3 lately (probably because the 2.2 went live), and it's way easier to list them like patch notes instead of doing 300 blue posts report. I planned to do them myself but bumped into this post in the way, which means that these notes are heavily based on it.

Anything with a (1) next to it has been updated during the first update, (2) will be the 2nd one ... etc. New updates are posted at the top of each category to make them easier to find

Raids & Dungeons
  • (3) New daily quests are available in the Lower City for 5 man heroic and non-heroic dungeons (Once at a time, a bit like battlegroundw weekends, each day you will get quests for a different dungeons). The following non-heroic dungeons are concerned : Shattered Halls, Steamvault, Shadow Labyrinth, Black Morass, Botanica, Mechanar, and Arcatraz. All dungeons will get quests in Heroic mode. If you're getting the non-heroic and the heroic quest on the same day for the same dungeon, you can complete both by running it in heroic mode once. Non heroic quests will reward you with a Ethereum Prison Key (various reputation), gold, and reputation with the Consortium. Heroic quests will give you 2 Badges of Justice, gold, and reputation with the Consortium.
  • (2) Mobs inside Sethekk Halls will now continue to award Lower City reputation all the way into Exalted. Previously they stopped giving reputation in non-heroic mode just before players hit revered.
  • (2) The number of creatures that must be killed in the Karazhan Servants Quarters area before a miniboss spawns has been reduced.
  • New Title - Champion of the Naaru: Awarded to those who complete the Tempest Keep attunement quest at level 70. (Won't be available anymore at lvl 80) (Source)
  • Heroic Badges drop from Zul'aman and Karazhan bosses.
  • The amount of items available from the Heroic Badges vendor has been considerably increased.
  • New 10-Man Raid - Zul'Aman!
Zul'aman
  • Zul'Aman will be a 10-person raid zone
  • Zul'Aman will be on a quicker reset than 7 days (some might call this "casual")
  • Zul'Aman will be MORE difficult than Karazhan and drop better loot (some might call this hardcore)
  • Zul'Aman will feature 6 bosses and it's our goal that you can kill them all in one night -- perhaps 2-3 hour clear times (some might call this casual)
  • Zul'Aman will not have a key requirement. Nor will it have an attunement quest\ (some might call this casual)
  • Zul'Aman will have a VERY challenging timed quest for those who choose to participate in it. This *will be* hardcore and will be very rewarding. Players do not have to engage in the timed run (very similar to the Baron run in Stratholme)
  • We're tuning the first boss in Zul'Aman to require less raid coordination than some other raid bosses. He will still hit very hard so you'll need to be geared properly but it won't take 15 minutes to explain the fight. It will be a simple yet challenging fight. The other boss fights get more complex and challenging from there. If players want a basis of comparison, imagine the tuning of ZA started around Nightbane/Prince difficulty and ramped up from there.
Factions
  • (3) You can buy now buy Super Mana and Health Potions from Ogri'la quartermaster. They're usable everywhere and costs 50 Apexis Shard.
  • (3) New Flying Mount added. Requires 2,000g and Exalted with Cenarion Expedition. (280% Speed) (Source)
PvP
  • (4) New healing wand for Season 3 Arena.
  • (4) New Melee PvP Cloak added to the game: 34 Stamina, 20 Crit, 20 Resilience, 46 Attack Power, 112 Armor Penetration.
  • (4) New Caster PvP Cloak added to the game: 34 Stamina, 15 Intellect, 16 Spell Crit, 23 Resilience, +27 Spell Damage/Heal.
  • (4) New Healer PvP Cloak added to the game: 34 Stamina, 15 Intellect, 6 mana/5sec, 23 resilience, +51 healing (+17 spell dmg).
  • (4) Vengeful Gladiator's Waraxe added to the game: 62 Stamina, 46 Crit, 33 Resilience, 15 Hit rating, 92 Attack Power, 98 Armor Penetration. Waraxe Cost: 1000 arena points (no rating requirement).
  • (3) New battleground rewards are available : boots, belts, and bracers. (Source)
  • (1) New daily quests for battlegrounds have been added, they're dedicated to one specific battleground each day, are available to players of all levels, and reward experience, gold, and honor (Source)
  • (2) Spells now cast for free before a Battleground begins
  • (2) Spells now cast for free for 5 seconds after resurrecting at a Spirit Healer in Battlegrounds
  • (2) Additional Honor is rewarded upon conclusion of Warsong Gulch, Arathi Basin, and Eye of the Storm
Arena Season 3
  • (4) You will need 1850 Team and Personal rating to buy weapons.
  • (4) You will need 2000 Team and Personal rating to buy shoulders.
  • (4) All items in the gladiator season 1, 2, and 3 sets will be part of the same set, so you can use those items interchangably and keep the set bonuses
  • (4) Many of the Arena Sets bonuses have been updated.
Mages
  • (2) Detect Magic removed. All players may now see their target's beneficial effects at all times
  • (2) Frost Ward and Fire Ward now gain additional benefit from +Dmg
  • (2) Frost Ward and Fire Ward (Ranks 5, 6) have had their base absorb lowered
  • Damage coefficient reduction is removed from Improved Fireball/Frostbolt. (Source)
  • New spell : Ritual of Refreshment. It will allow players to pick up their own stack of food/water, similar to a Soulwell. (Source)
  • Evocation restores 15% of your total mana every 2 seconds instead of being a spirit-based mana regen increase. (Source)
  • Arcane Meditation is being increased to 10/20/30% mana regeneration. (Source)
  • Ice Barrier gains additional benefit from spell damage bonuses. However, the base absorb values of ranks 5 and 6 have been reduced. (Source)
Shamans
  • (2) Item - Tidefury Raiment now grants additional mana to Water Shield
  • (2) Item - Totem of the Thunderhead now grants additional mana to Water Shield
  • (2) New Talent - Shamanistic Focus: After landing a melee critical strike, you enter a focused state. The focused state reduces the mana cost of your next Shock spell by 60%
  • New Talent replacing the 2 Handed weapons one - Elemental Focus: Puts you in a "focused state" after landing a melee critical strike, reducing the mana cost of your next Shock spell by 60% (Source)
  • All shaman can equip 2-Handed Axes and 2-Handed Maces without spending talent points. (Source)
  • Frost shock is no longer subject to diminishing returns. (Source)
  • Shamanistic rage also reduces all damages taken by 30% for the duration of the ability (30 seconds) in addition to its current effect. (Source)
  • Spirit weapons reduces melee threat by 30% instead of 15%. (Source)
  • Mental Quickness adds 10/20/30% to spell damage and healing bonuses based on your total Attack Power in addition to it's current effects. (Source)
  • Lightning Overload now has a 4/8/12/16/20% chance to proc (Source)
  • Lightning Overload damage has been decreased by 50% (Source)
  • Lightning Overload now causes 0 threat (Source)
  • Lightning Mastery reduced to .1/.2/.3/.4/.5 seconds (Source)
  • Mana Spring Totem now restores mana at a rate of 20 mana every 2 seconds (Source)
  • Water Shield now costs 0 mana to cast, and the mana per globe has been substantially increased (Source)
  • Water Shield's duration has been reduced to 1 minute, and grants mana for each globe left upon ending (Source)
  • Elemental Focus will now reduce the mana cost of your next two damage spells by 40% (Source)
  • Lightning Bolt casting time reduced to 2.5 seconds, and mana cost decreased (Source)
  • Chain Lightning casting time reduced to 2 seconds, and mana cost decreased (Source)
Druids
  • (1) Many new macro inputs as well as druid 'cancelform' becoming an instant like 'dismount'. (Source)
  • Cure Poison and Abolish Poison may now be cast in Tree of Life form (Source)
  • Remove Curse may now be cast in Moonkin form (Source)
  • Rebirth cooldown reduced to 20 minutes (Source)
  • Intensity increased to 10/20/30% mana regeneration. (Source)
Warlocks
  • (2) Banish may no longer be cast on targets tapped by other players
  • Ritual of Souls has had it's casting time significantly reduced. (Source)
  • Healing Reduction effects now affect all Drain spells and abilities (i.e. Mortal Strike will affect Drain Life) (Source)
Warriors
  • (1) Weapon Mastery has been changed to reduce the duration of Disarm effects by 25/50% (Source)
  • Mace Specialization proc has been reduced (Source)
  • Mace Specialization Rage increased to 7 instead of 6 (Source)
  • Tactical Mastery now greatly increases threat from Mortal Strike and Bloodthirst while in Defensive Stance (Source)
  • Devastate now combines the effects of Sunder Armor into it's effect, and is affected by all talents and items that affect Sunder Armor (Source)
Priests
  • (4) Elune's Grace (Night Elf Priest Racial)effect changed to reduce chance to be hit by melee and ranged attacksby 20% for 15 seconds. There is now only 1 rank of the spell.
  • (4) Power Word: Fortitude, Divine Spirit, Prayer of Fortitude and Prayer of Spirit will have their mana costs reduced.
  • (1) New Dwarf/Draenei ability - Chastise: Causes Holy damage and incapacitates target for 2 seconds (Source)
  • (1) Fear Ward will now be available to all Priests at level 20 (Source)
  • (1) Fear Ward duration reduced to 3 minutes, and cooldown increased to 3 minutes (Source)
  • Power Word: Shield gains additional benefit from spell damage and healing bonuses. However the base absorb values for ranks 10, 11, and 12 have been reduced. (Source)
  • Pain Suppression is castable on a friendly target, it reduces the target's threat by 5% and reduce the damage it takes by 40%. (Source)
  • Pain Suppression cooldown is reduced to 2 minutes. (Source)
  • Meditation is increased to 10%/20%/30% Mana regeneration. (Source)
  • Prayer of Healing, Circle of Healing and Holy Nova (healing effect) gain additional benefit from damage and healing bonuses. (Source)
  • Circle of Healing base amount of healing is reduced, but it gets more bonus from +healing effects. If you have more than +1338 healing you will see it heal for more. (Source)
Paladins
  • (2) Vindication (Retribution) frequency and duration increased and now reduces all attributes by 5/10/15%, not just Strength and Agility.
  • (2) Pursuit of Justice (Retribution) is now 3 ranks and increases movement speed by 5/10/15% and also reduces the chance you'll be hit by spells by 1/2/3%.
  • Exorcism's mana cost has been lowered (Source)
  • Holy Wrath's mana cost has been lowered (Source)
  • Hammer of Wrath's mana cost has been lowered (Source)
  • Vengeance has been increased to 30 seconds (Source)
  • Improved Seal of the Crusader effect added to base abilitiy (Source)
  • Improved Seal of the Crusader now gives the effects of Sanctified Crusader (Source)
  • New Talent - Sanctified Seals (replacing Sanctified Crusader): Increases your chance to critically hit with all spells and melee by 1/2/3%, and reduces the chance your Seals can be dispelled by 33/66/100% (Source)
  • Crusader Strike cooldown is being lowered to 6 seconds. (Source)
Rogues
  • (2) Poisons now enchant weapons for 1 hour
  • Fleet Footed increased to 15% speed increase
  • Deadly Throw traveling speed is being increased significantly, it will reach your target faster and the snare will last one second longer. (Source)
  • Ruthlessness won't be triggered by Deadly Throw anymore, and Ruthlessness will be changed to only affect melee finishing moves as a whole. (Source)
  • Blind no longer requires a reagent, is changed to a physical attack, will share the same diminish category as cyclone, and will diminish in PvE as well as PvP. (Source)
  • Shadowstep can be used at any time (even when you're not stealthed). After the use of Shadowstep threat caused by the next Ambush, Garrote, or Backstab will be reduced by 50%. The cooldown will be increased to 40 seconds. (Source)
  • Dirty Deeds increases the damage of special attacks by 10%/20% against targets that are below 35% health in addition to its current effect. (Source)
Hunters
  • (2) Trueshot Aura (Marksmanship) no longer costs mana to cast and will last until cancelled.
  • (2) Serpent Sting, Immolation Trap and Explosive Trap now all gain additional damage based on 10% of your ranged attack power.
  • (2) Wyvern Sting (Survival) is now instant cast and has a maximum duration of 10 seconds in PvP.
  • (1) 20 and 24 Slots ammo pouches have been added (Source)
  • Arcane Shot (Rank 6+) will now dispel 1 Magic effect in addition to damage (Source)
Engineering
  • (4) Flying Mount added for Engineers. Regular and Epic version. It will not require any Nether Vortex. (Source)
  • (4) New Field Repair Bot will repair, buy, sell, like a normal repair bot, but it will also sell all reagents, level 65 arrows and bullets, poison reagents, few types of vials, up to 2 super mana/healing potions, and maybe some scrolls. These are all for sale, with no rep discount, because he's a robot. (Source)
  • New Plans - Field Repair Bot: Dropped by Gan'arg Analyzers in Blade's Edge Mountains. (Source)
Enchanting
  • (2) Duration of Wizard and Mana oils has been increased
Fishing
  • Fish nodes Tracking may be learned from a journal fished from crates (Source)

Cooking

Arena and personal rating requirements in 2.3
Finally got some values and information about the new "personal rating"

The rating will not be required to continue using the item, only to initially purchase it.

Now, most people have expected the weapon rating since we announced it at BlizzCon, and it's a bit lower than we had initially said, but the shoulders are obviously going to raise some questions. The shoulders for any set are commonly the most visually representative, they're the most visible at any distance, and as they allow a lot of space compared to say a leg or bracer item, we commonly take them and really create something visually impressive. We want that visually impressive item to represent what a player has achieved, and so the achievement of being a contender in the arena at a higher level will be visually distinguished. The shoulders are also average in the benefit they provide, as compared to a chest or leg item for example, and without them the set bonuses can still be completed.

This raises the question of a player finding a team that is of a skill level higher than their own, and simply buying the item with points they've gained at a lower rating. To restrict this we're implementing a personal rating system in patch 2.3. This is an additional arena rating that is unique to each character for each team they belong to. This rating rises and declines using the same formula as the arena team rating, but only in games that character participates in. You'll also be able to track this rating through the PvP interface. The personal rating will be used for purchasing items that require a specific rating, and also be used to determine eligibility for the end of season rewards. So, a player will have to achieve a specific rating, and not just get into a team to see the rewards that are meant to visually distinguish the high-rated players.

New PvP trinkets in 2.3, PvP items available from heroic vendors
Kalgan posted (again) very interesting details about the new PvP rewards in 2.3.

A: Nope, we did the clicky max health instead of resilience in this case (some players are at or nearing the resilience cap already).

They're open to all classes. The click effects share a cooldown though, so you won't be able to stack that effect.

We like to encourage players to mix it up a little to a reasonable extent. Obviously, I can't argue that you personally will have more total fun if you also do a little PvE to go along with your PvP, but we do feel that for most players it adds up to a better overall play experience.

That being said, you certainly can tank heroics in s2 gear.

2.3 Paladin changes
I'm adding this at the end because this is possibly a fake, this post is rumored to be official (and supposed to have been deleted during the weekend shortly after a blue posted it), but I'd say that the fake-o-meter is going as high as 50%. The post was popular on the general forums so ... why not moving it here after all.
  • The Tier 4, Tier 5, Tier6 and all Gladiator Sets have had their Spell Damage removed and the points have been reinvested in other stats, such as Strength and Critical Strike Rating.
  • Exorcism mana cost reduced.
  • Holy Wrath mana cost reduced.
  • Hammer of Wrath mana cost reduced.
  • Pursuit of Justice (Retribution) is now 3 ranks and increases movement speed by 5/10/15% and also reduces the chance you'll be hit by spells by 1/2/3%.
  • The benefits of Improved Seal of the Crusader (Retribution) have now been implemented in the base spell. This talent now gives the benefits of the Sanctified Crusader talent instead.
  • Sanctified Crusader (Retribution) is renamed to Sanctified Seals, and now increases your chance to critically hit with all spells and melee attacks by 1/2/3% and reduces the chance your Seals will be dispelled by 33/66/100%.
  • Two-Handed Weapon Specialization (Retribution) now also reduces threat caused while wielding a Two-Handed Weapon by 8/16/25%.
  • Weapon Expertise(Protection): In addiction to current effect now Increase Paladin Total hit points by 3/6/9/12/15 per level and convert 1/2/3/4/5% of all damage received in mana.
  • Vengeance (Retribution) duration increased from 15 to 30 seconds and now increases Healing done as well.
  • Seal of Command (Retribution) now does 85% Weapon Damage, but is no longer affected by Spell damage.
  • Judgement of Command (Retribution) now does holy damage equal to 25% of your Attack Power and 50% when the target is stunned or disoriented and is no longer affected by Spell Damage.
  • Crusader Strike (Retribution) cooldown reduced from 10 to 6 seconds and does 110% weapon damage instead of weapon damage plus 40% of your Holy Spell damage.
  • Vindication (Retribution) frequency and duration increased and now reduces all attributes by 5/10/15%.
  • New Spell - Blessing of Defiance - Greatly increase Paladin's block value. Detail Coming Soon
  • New Spell - Seal Of Protection -5 minutes cooldown Temporarily increase total Paladin Hit Points.Unleashing this Seal's will judge an enemy,decreasing all damage done by judged target.

(2.3) Alterac Valley changes

Strategy can be an important element of any battleground. We want to emphasize this in Alterac Valley more and give players additional meaning to both defending and attacking. To push the strategic element of the battleground to the next level we have changed how players maintain their reinforcements or deprive the other team of theirs.

Each team will have a starting reinforcement count. Reinforcements can be lost in significant amounts if a tower is destroyed or if Captain Galvangar or Belinda Stonehearth is killed. For each team member death, an additional reinforcement will be lost. On the death of General Drek’Thar or Vanndar Stormpike, all reinforcements are lost and the team is defeated. At any point in time, if a team is reduced to zero reinforcements, the opposing team will win the battle. Defending your own teammates, towers, and key NPCs will be an important aspect of maintaining team resources and achieving victory in Alterac Valley.

Warmasters can be the boon or the bane of any team. They are an important element for the defense of your general or the defeat of the opposing general. Warlords and their general will be more closely linked in the next patch. Pulling one is a guarantee the other will come as well. Each team begins with four Warmasters. Destroying a tower will eliminate the associated Warmaster. Unlike the current game play, however, destroying the enemy tower will not add a Warmaster to your own side.

We will be changing the pace of the battle slightly with a reduction in the time needed to control a tower or graveyard. Where it currently takes five minutes to gain control, the time will be reduced to four minutes. The honor for capturing a tower will also be increased.

Graveyards can be an important resource for getting your teammates back into the battle more quickly. Currently, players can sometimes be sent to their starting tunnels far from the battlefront. This can often be an inconvenient location to respawn and more out of the way from the action than we would like, to correct this, players will instead respawn at a team-controlled graveyard. Should the team not have a graveyard under their control, they will respawn in the starting tunnel.

Players will only be awarded bonus honor during the battle for destroying enemy towers and slaying the enemy Captain. Once the battle is concluded, bonus honor will be awarded for intact towers, a surviving Captain, and for victory in battle. The bonus honor awarded should be similar to previous totals, but will reward players for taking more active roles in Alterac Valley toward defending or attacking key locations and NPCs.

Lastly, we are changing NPC interactions within Alterac Valley. We have reduced the number of elite NPCs in Stormpike and Frostwolf holds as well as sent all Commanders and Lieutenants out of Alterac Valley. They are currently in search of other battle opportunities. This should reduce the amount of NPCs that players will have to fight and place more focus on PvP combat over key locations on the map.

Strategy is the name of the game in Alterac Valley, and these changes will bring out the need for more teamwork and coordination from both the Horde and the Alliance as they vie for domination of this battleground.

So, why did they change it ?

Questing plays a very large role in World of Warcraft, especially while leveling and we felt that improvements to this front were necessary as well. Experience gained for completing quests (on average) between levels 30 and 60 is being increased. The increase becomes more substantial as you make your way towards 60. Additionally, many outdoor elite mobs will become non-elites, making many quests which were previously too difficult or required a group much easier and offer the same rewards (in some cases better!). A good example of this change would be Stromgarde Keep in Arathi Highlands, which will become a solo friendly environment when patch 2.3 goes live.

We've also added approximately 60 new quests in Dustwallow Marsh. This should help players who find themselves lacking quests in the 30-40 range. The Steamwheedle Cartel is building the new town of Mudsprocket in south-west Dustwallow Marsh, so you'll have to wait until construction is complete to learn more about these changes.

We're making other improvements to pre-bc leveling dungeons that players will likely find most agreeable. The level range for most every dungeon is being adjusted so that there is a much smaller range between the level of mobs found early in the dungeon to those found towards the end. For example, Shadowfang Keep is currently designed for levels 18-25 which means that right now, players who are towards the bottom of that range (18) will find it nearly impossible to complete the dungeon, while players towards the top of the range (25) will find most of the dungeon trivial. Using our new model (similar to what you'll notice with Burning Crusade leveling dungeons), Shadowfang Keep is being retuned for levels 18-21.

We also want to make running a leveling up dungeon more worth while. In addition to increasing quest experience for dungeon quests, we're also upgrading all pre-bc dungeon boss drops to blue quality items. Some examples are listed below:

Robe of Evocation old: +3 Stamina, + 4 Intelligence
Robe of Evocation new: +4 Stamina, +5 Intelligence, and +5 Spell Critical Strike Rating

As you can see there is much in-store for the next major content patch, particularly a number of changes designed to benefit players who are leveling a character. Though we've given you a few examples of the things to come, we think everyone will pleasantly surprised when they see the full extent of the changes discussed above.

Zul’Aman
Zul'Aman is a 10-player, level 70 outdoor instance located in the Ghostlands. Players will be able to confront six new bosses including the Forest Troll Warlord Zul'jin.

Guild Banks Introduced
The Guild Bank is a shared repository for an entire guild and will be accessible through new NPC’s called guild bankers. The Guild Bank will allow players with the appropriate permissions to store items and money for use by the rest of the guild. Permissions to withdraw and deposit money and items are controlled by the guild leader through the guild controls menu. The Guild Bank is divided up into separate tabs so that the guild leader may restrict access or group items into distinct categories.

* Up to 6 purchasable tabs each containing 98 item slots
* Permissions to view/deposit/withdraw per tab
* You may use your Guild Bank withdraw limits to pay for item repairs (now enabled on all merchants)
* Transaction logs of the last 50 actions in the bank viewable on a per tab basis


General

* Experience: The amount of experience needed to gain a level has been decreased between levels 20 and 60. In addition, the amount of experience granted by quests has been increased between levels 30 and 60.
* Expertise: We have added a new stat and associated rating called expertise and expertise rating. Expertise rating converts to expertise at the same rate that weapon skill rating formerly converted at. Each point of expertise reduces the chance for your attacks to be dodged or parried by 0.25%.
* Healing reduction effects will now affect all health drain spells and abilities (e.g. Mortal Strike will reduce health gained from Drain Life).
* Healing: Almost all items and enchantments that provide bonus healing now also provide a smaller number (approximately 1/3) of bonus spell damage. There are a few items and enchantments where this was not possible, such as random-stat items and Zul'Gurub enchantments, but this is now the case on virtually all other items.
* On Kill Effects: Items and abilities that trigger on killing an enemy will no longer trigger on using an ability that kills your pet.
* Weapon Skill: All items and abilities that granted weapon skill have been changed. In most cases, they were converted to expertise or expertise rating. Ranged attacks do not benefit from expertise, so ranged weapon skill has generally been replaced by critical strike bonuses or hit bonuses. In a few cases, talents have been changed toother effects to avoid granting players excessive amounts of expertise.
* A new flight path has been added to the Rebel Camp in northern Stranglethorn Vale.
* Flying units can see ground units and vice versa at any altitude.
* Players no longer gain the moving AOE radius bonus if they are jumping.
* Client spell cast requests are now sent to the server even if your player is already casting another spell. This eliminates the need for /stopcasting in macros to compensate for latency.
* Vendor Discounts: All vendors with an associate faction now give discounts at all levels above neutral.

PvP
Battlegrounds

* Daily quests have been added targeting a random battleground for that day. Look for Alliance Brigadier Generals and Horde Warbringers near your faction's battlemasters in all major capitals. Dropping the Flag in a battleground will now result in a debuff that will not allow you to pick up the flag again for 3 seconds.
* Druids who are shapeshifted when they receive the Resortation buff from battlegrounds will now correctly regenerate mana.
* Players will now be able to cast spells for free in the Battleground before it begins.
* Players will now be able to cast spells for free for a few seconds after being resurrected by a Spirit Guide in the Battleground.


Alterac Valley

* Additional Warmasters no longer report for duty upon destroying an enemy tower. However, destroying an enemy tower still eliminates the associated opposing Warmaster.
* All Warmasters are linked to each other and their respective
* Generals and can no longer be pulled individually.
* Honor from capturing towers has been increased.
* All Commanders and Lieutenants have left Alterac Valley in search for other battle opportunities.
* Players will no longer be sent to their starting tunnels on death unless that team controls no graveyards in the battleground.
* Many NPCs in Stormpike and Frostwolf holds are no longer elite
* Bonus Honor in Alterac Valley is now only awarded during the battle for destroying enemy towers and slaying the enemy Captain. Upon conclusion of the battle, bonus honor is also awarded for intact towers, a surviving Captain, and for victory in the battle. The total bonus honor awarded should be similar to the previous total.
* The Horde and Alliance now have a limited number of reinforcements available in the battle for Alterac Valley. The number of reinforcements available is reduced upon player death, loss of towers, and death of Captain Galvangar or Belinda Stonehearth. In addition, all available reinforcements are lost upon the death of General Drek'Thar or Vanndar Stormpike. If a team is reduced to zero reinforcements, the opposing team wins the battle.
* Towers and Graveyards in Alterac Valley are now captured in 4 minutes (down from 5).


Eye of the Storm

* The points awarded from capturing the flag in Eye of the Storm is now increase based on the number of bases the capturing team owns.


Warsong Gulch, Arathi Basin, Eye of the Storm

* Additional bonus honor is now awarded upon conclusion of the battle.


Druids

* Cure Poison and Abolish Poison are now usable in Tree of Life Form.
* Intensity (Restoration) increased to 10/20/30% mana regeneration.
* Rebirth cooldown reduced to 20 minutes, from 30 minutes.
* Remove Curse is now usable in Moonkin Form.
* Shapeshifting Spells: Some of these spells were causing additional unintended threat. That additional unintended threat has been removed.
* Tranquility now gains additional benefit from spell damage and healing bonuses.


Hunters

* Arcane Shot (Ranks 6 and above) now dispel 1 Magic effect in addition to their normal damage.
* Explosive Trap: The initial damage dealt by this trap is now also increased by 10% of your ranged attack power.
* Immolation Trap: The total damage dealt by this trap is now also increased by 10% of your ranged attack power.
* Serpent Sting, Immolation Trap and Explosive Trap all gain additional damage based on ranged attack power.
* Serpent Sting: The total damage dealt by this sting is now also increased by 10% of your ranged attack power.
* Steady Shot: Tooltip clarified to indicate base weapon damage is used in the damage calculation.
* Trueshot Aura (Marksmanship) no longer costs mana to cast and will last until cancelled.
* Wyvern Sting (Survival) is now instant cast and has a maximum duration of 10 seconds in PvP.


Mages

* Sanctified Crusader (Retribution) renamed Sanctified Seals, which now increases your chance to critically hit with all spells and melee attacks by 1/2/3% and reduces the chance your Seals will be dispelled by 33/66/100%.
* Vengeance (Retribution) duration increased from 15 to 30 seconds.
* Vindication (Retribution) frequency and duration increased and now reduces all attributes by 5/10/15%, not just Strength and Agility.
* Weapon Expertise (Protection) renamed Combat Expertise, now increases expertise by 1/2/3/4/5 and total Stamina by 2/4/6/8/10%.


Priests

* Chastise (NEW) is now available to Dwarf and Draenei priests at level 20. Chastise causes Holy damage and incapacitates the target for 2 seconds.
* Circle of Healing: The base amount of healing from this spell has been reduced along with increasing the bonus it receives from bonus healing effects. Characters with more than 1338 healing will see their Circle of Healing heal for more than previous patches. Characters with less than 1338 healing will see their Circle of Healing heal for less.
* Cure Disease and Abolish Disease range increased to 40 yards.
* Elune's Grace (Night Elf) effect changed to reduce chance to be hit by melee and ranged attacks by 20% for 15 seconds. There is now only 1 rank of the spell.
* Fear Ward is now available to all priests at level 20. Duration reduced to 3 minutes, cooldown increased to 3 minutes.
* Fixed a bug where the global cooldown was triggered when shifting out of Shadowform.
* Meditation (Discipline) increased to 10/20/30% mana regeneration.
* Pain Suppression (Discipline Talent) is now usable on friendly targets, instantly reduces the target's threat by 5%, reduces damage taken by 40% and its cooldown has been reduced to 2 minutes.
* Prayer of Healing, Circle of Healing and Holy Nova (healing effect) now gain additional benefit from spell damage and healing bonuses.
* Power Word: Fortitude, Divine Spirit, Prayer of Fortitude and Prayer of Spirit mana costs reduced.
* Power Word: Shield now gains additional benefit from spell damage and healing bonuses. Base absorb values of ranks 10, 11 and 12 have been reduced.

Rogues

* Fleet Footed (Assassination) now increases movement speed by 8/15%.
* Riposte is now subject to diminishing returns in PvP.
* Rogue's Deadly Throw missile speed increased significantly and snare duration increased slightly.
* Ruthlessness now only affects melee finishing moves. It no longer works with Deadly Throw.
* Shadowstep (Subtlety) can now be used at any time, not only while stealthed. Threat caused by next Ambush, Garrote or Backstab is reduced by 50%. Cooldown increased to 40 seconds.


Shaman

* Chain Lightning cast time reduced to 2.0 (from 2.5), mana costs reduced, benefit from spell damage reduced appropriately.
* Cure Poison and Cure Disease range increased to 40 yards.
* Elemental Focus (Elemental) now reduces the mana cost of the next 2 damage spells by 40%.
* Frost Shock is no longer subject to diminishing returns.
* Grounding Totem: This totem is now destroyed upon redirecting any spell to itself.
* Lightning Bolt cast time reduced to 2.5 (from 3.0 where applicable), mana costs reduced, benefit from spell damage reduced appropriately.
* Lightning Mastery (Elemental) cast time reduction reduced to .1/.2/.3/.4/.5 seconds.
* Lightning Overload (Elemental) now has a 4/8/12/16/20% chance to occur and the additional spell causes half damage and no additional threat.

* Water Shield: This spell no longer costs any mana to cast and its duration has been shortened. At the end of its duration, it now grants mana for any remaining globes. In addition, the mana granted per globe has been substantially increased.

Warlock

* Banish can no longer be cast on targets tapped by other players or groups.

* Hellfire: This spell will no longer cause enemy spells to increase casting time or reduce channel time. It will also no longer prevent flag captures in Battlegrounds.
* Nether Protection (Destruction) now has a new, more distinct visual effect.

* Seed of Corruption detonation will now obey line of sight.

Warrior

Fishing

* Fishermen and women can now track fishing nodes. This ability is learned from a journal sometimes found in crates obtained through fishing.
* New fish can now be caught in Zul'Aman and Deadwind Pass. Recipes for preparing these new fish are obtained through the daily cooking quests.
* Fishing difficulty reduced for some areas in Nagrand.


Herbalism

* Picking herbs will no longer cause effects on items to trigger.


Jewelcrafting

* A new skyfire meta gem recipe can be obtained from the Coilskar Siren of Shadowmoon Valley. This new meta gem increases critical strike rating and critical strike damage with spells.


Leatherworking

* Stylin' hats no longer require Zhevra leather.
* Greatly increased the radius of the Drums of Battle, Drums of Restoration, Drums of Speed, and Drums of War.
* Removed the casting time from the Drums of Battle, Drums of Restoration, Drums of Speed, and Drums of War.
* Slightly increased the radius of Drums of Panic.
* Reduced the casting time of Drums of Panic and added a global cooldown equal to the casting time.
* Drums of Speed and Drums of Restoration are no longer world drop recipes, and can now be obtained from the Mag'har and Kurenai faction vendors with revered standing.
* A new recipe is available from Grand Master leatherworking trainers to create glove reinforcements, providing a substantial armor bonus.
* Reinforcements are a permanent enchantment and cannot be placed with other permanent enchantments.
* New recipes are available from Grand Master leatherworking trainers to make 20 slot quivers and ammo pouches.
* New recipes are available from the Honor Hold, Thrallmar, and Lower City quartermasters to create 24 slot quivers and ammo pouches.


Mining

Items

* All old world dungeons have had their loot revisited. Players will now find that all loot dropped inside instances will be of Superior quality.
* Arena Relics: New relics have been added to support all talent trees for relic users. In addition, most of the arena-system relics have been renamed so there is a more consistent naming convention.
* Arakkoa Feather: This item can now be sold to a vendor.
* Ashtongue Talisman of Lethality: This item will no longer trigger when the victim of your finishing move is immune to that attack.
* Ashtongue Talisman of Vision: The mana granted by this trinket has been increased.
* Ashtongue Talisman of Zeal: The damage over time affect from judgments has been adjusted so that it will work properly. It now has a shorter duration, and is not refreshed by melee attacks.
* Band of Eternity will now make the correct sound when moved in a player's inventory.
* Bloodsea Brigand's Vest will now make the correct sound when moved in a player's inventory.
* Boundless Agony can now be disenchanted.
* Cataclysm Raiment: The bonuses on this set have been adjusted.
* Cooldown removed from Noggenfogger Elixirs. The shrink effect will no longer stack with other shrink effects.
* Cowl of Benevolence will now make the correct sound when moved in a player's inventory.
* Crystalforge Raiment: The bonuses on this set have been adjusted.
* Darkmoon Card: Vengeance: This item will no longer trigger from environmental damage.
* Dropped items that were rings/trinkets/one handed weapons that were previously unique are now unique-equipped. That means that you can have more than one of those items, but you can only have a single one of them equipped.
* Gladiator’s armor pieces of like nature from various seasons will now all meet the requirements for their shared set bonus. This means if you are using 2 pieces of Season 1 gear and 2 pieces of Season 2 gear of the same design you will now have your 4 piece set bonus.
* Gladiator's Chain Gauntlets: The bonus damage on these gloves has been increased from 4% to 5%.
* Grand Marshal's Dragonhide Helm: The intellect on this item was increased slightly to match the equivalent Horde-only item.
* Hand of Antu'sul: The effect that triggers from this item will no longer cause a cooldown on Warrior's Thunderclap ability.
* Lightfathom Scepter will now make the correct sound when moved in a player's inventory.

Dustwallow Marsh

* Many new quests have been added to the zone.
* The Steamwheedle Cartel have just completed building the new town of Mudsprocket in south west Dustwallow Marsh.
* Level 1-60 dungeon quests have had their experience and faction rewards increased.
* Many elite creatures and quests in the level 1-60 experience have been changed to accommodate solo play.
* Nutral, the flight master in Shattrath City, now has a quest for characters who are level 70 and do not yet have a riding skill of 225. The quest will direct a character to visit the appropriate riding instructor in Shadowmoon Valley so that the player will know where they can purchase the skill necessary to use a flying mount.
* The icon for the Charged Crystal Focus has been changed.
* The Repolarized Magneto Sphere now only functions within the Blade's Edge Mountains.
* Upon completion of the Ghostlands quest, "A Little Dash of Seasoning", if a character still has the Apothecary's Poison; it will be removed from their inventory.


User Interface

* The Auction House UI has been much improved. The useless categories have been removed (Plate-Cloak for instance) and a number of additional sub categories have been added. In addition, many items have had their category changed so that they make more sense.
* The Auction house time periods have been changed. Now items can be put up for sale for 12, 24, or 48 hours. The option to put up items for 8 hours has been removed.
* The Battle Map has been renamed to the Zone Map and can be turned on for any zone rather than just PvP objective zones. There is now a drop down in the world map screen that allows you to choose when the zone map should display.
* Many On Use Items now display the cooldown in the item tooltip.
* When you take damage and have a full screen UI up, the edges of the screen will flash red so you know you are under attack.
* Inspect distance has been increased to 30 yards.
* Mind control and possession action bar has been revamped.
* You can now send up to 12 items in a single mail message.
* When you have an outgoing mail open, you can right-click on items to attach them to that outgoing mail.
* When you have a trade window open, you can right-click an item to move it to the trade window.
* When you have unopened mail, you can mouse over the recent mail icon and get the name of the people who most recently sent you the mail.
* When you speak with an NPC with a single function (Banker, Flight Master, Etc) and who has no other gossip options or quests you will go straight to their functional pane rather than to the gossip pane. Most importantly this means that clicking on a flight master will bring up the flight path map directly rather than the gossip panel with the option to bring up the flight path map.
* Quests that are much below your level will now have the tag (Low Level) in the gossip pane attached to the quest. This will make it easier to tell which quest to accept when a quest giver has both low and high level quests.
* You can now set the loot threshold (/threshold) with a word as well as the loot threshold number for an instance
* /threshold Epic- also sets the party loot threshold to Epic items or better quality
* /threshold Rare-sets the party loot threshold to Rare items or better quality
* NPCs with a single function will now display an icon that indicates their function on mouseover.
* The value of the TargetNearestDistance setting is validated at load time.
* If a non-standard refresh rate is selected in the video options, it will now be saved.
* Many On Use items now display the cooldown in the item tooltip.
* The tooltip for Block on the character sheet now displays the amount of damage reduced by a successful block.

Interface

  • (1) If you get a message "Interface action failed because of an AddOn", this means that an AddOn interfered with the Blizzard UI in some way. To diagnose this, enter the following into chat "/console taintLog 1" and restart the game and try to reproduce it. If you reproduce it, you can quit the game and search through the file Logs\taint.log for the word "blocked" and mail the log to the author of the AddOn listed there. Once you have done this you can turn off logging by entering the following into chat "/console taintLog 0”
  • All players now have a tracking bubble on their minimap. From that menu you can select a specific type of vendor or npc to look for or you can select a specific tracking type if your character has tracking. Yes this means that hunters can take all of those tracking buttons off of their action bars.
  • There are now options for displaying health and mana values on your health/mana bars for you/your party and to display that information either as percentages or as numbers.
  • When you are possessing a target (Priest Mind Control, Eyes of the Beast, using a Steam Tonk, etc), you now get their action bar as your primary action bar rather than having a mini action bar above your normal action bar.
  • When an item drops that you cannot loot due to uniqueness or other factor, you will get a chat message letting you know what the item was that you passed rolling on.
  • The raid panels that have been pulled out into the gamefield should save their option settings between sessions now.
  • If a player is looting a corpse and there are one or more items on it that player cannot loot, the player will still be able to see those items (although not able to loot them). This only is for green or better quality items. The cases this should affect are for the profession recipes that only a player of that profession can loot or when master looter is on and there is a threshold or better item on the corpse.
  • NPC's with level appropriate quests will now always appear on your minimap as yellow exclamation points. NPC's that have quests that you have completed will now display as yellow question marks instead of yellow dots. In addition flight masters that you have not yet gotten the flight point for will display on the minimap as a green exclamation point.
  • Npc's will display an icon on mouseover that gives a more specific indicator of their function rather than just a gossip bubble. Questgivers will now show a question mark as their in game mouseover, Innkeepers will show a hearthstone as their in game mouseover and so on.
  • You can now pull the list of players in a channel out into the gamefield by clicking and dragging the channel name onto the gamefield. This list will show all the players in the channel sorted by voice chat status.
  • Voice chat will now display the nameplate for who is talking when you are in a chat group. Currently it only displays the nameplate when you are in a party/raid.
  • When multiple people are talking in a voice chat session, it will show the names of up to four people who are talking at the same time.
  • Many On Use items now display the cooldown in the item tooltip.

Frequently asked questions

* Shaman Tier 6 sets were temporarily available for free. This has been fixed and Blizzard is aggressively deleting all gear and void crystals obtained using the bug. People who purchased the gear appear to be getting warnings, while the idiots who tried to exploit the bug for void crystals and gold profits appear to be receiving 48-hour (or longer) suspensions from the game. Moral of the story? Don't be a moron.
* Yes, Kael'thas was nerfed. It's in the patch notes. Get over it.
* The new buff highlighting feature of Bongos is apparently causing massive frame rate issues during raids. Disable it for improved performance.
* The patch notes originally posted here were out of date because the updater sucks. The current post should be the accurate notes for the latest build.
* The regular dungeon daily is 16g 39s and one [Ethereum Prison Key]
* The heroic daily is 24g 60s and 2 [Badge of Justice]
* If you are still seeing 2,8,24 as the Auction House time options, it's due to your not-up-to-date UI mods.
* Chests now despawn as soon as all non-Badge items in them have been looted. This means that if a chest (Mechanar, Ramparts, Karazhan) contains Badges of Justice, those should be looted first before other epic loot is distributed.

Undocumented changes and interesting factoids

* Disenchanting now auto-loots the disenchanted materials.
* The introduction of a Personal Arena Rating system appears to not be documented. It may be that Season 3 comes as part of Patch 2.3.1 and that these patch notes will document the system in more detail.
* Hunter shot ranges were reduced to a minimum range of either 1 yd. or 4 yds. Exact value is not yet confirmed.
* All players have had their video settings -- all of them -- reset to their default values. This is announced upon first booting up the newest version of the game client but is not fully documented in the patch notes. Please see the newly reconfigured Video Settings menu screen to fix your video configuration.
* Hunters can no longer Feign Death to drop combat and swap gear or drink during raid boss encounters.
* Various scripted bosses (Akama, Illidan, Nalorakk, Solarian, Naj'entus) appear to not reset properly for reasons which are not well-understood.
* Some pet scripting changes are causing pets to despawn as they search for paths to raid bosses in unique and unusual ways.
* The drop rate of Hearts of Darkness -- anecdotally -- appears to have been increased. (Seeking confirmation on this.)
* The cost of listing gems on the auction house has been lowered to a 90s deposit for blue gems and a 1g80s deposit for epic gems.
* The priest Shadow Weaving debuff proc will no longer add extra charges from Darkmoon Card: Crusade.
* Shaman and priests are prevented from refreshing their own Earth Shields and Prayers of Mending -- apparently even if the new spell has a higher +heal attached to it.
* Arcane Shot now also dispels all manner of non-Magic buffs. Flag carriers, shadow form, Find Minerals: Nothing is safe!

* Trying to sell items to vendors via drag-and-drop is now broken for stacked items. This has broken various UI mods and Blizzard is aware of the issue.
